香港基本法教育協會（“本會”）作為一個捍衛「一國兩制」原則、維護國家安全及法治精神的法律專業組織，堅定支持香港特別行政區法院依法裁定黎智英兩項「串謀勾結外部勢力危害國家安全罪」及一項「串謀發布煽動刊物罪」罪名成立的裁決。
保障國家主權、安全與發展利益，乃是「一國兩制」政策的核心要義。黎智英案是香港首宗涉及國安法下勾結外部勢力罪行的審理，整個過程嚴謹，充分彰顯程序公義及法治精神，經過長達156天的審訊，法庭確立黎智英等人長期利用媒體平台散播煽動性言論、鼓動推翻政權，並積極向境外勢力乞求制裁香港，其行為嚴重破壞香港憲制秩序與社會安寧，傷害公共利益，令市民生命財產受威脅，理應受到嚴正法律制裁。特區法院的公平審判，充分體現了香港法治的公正和權威，獲得香港各界廣泛認同與市民的衷心擁護。一些境外勢力，企圖繼續破壞香港社會安寧，干擾市民正常生活，窒礙香港發展，是不得民心，全城譴責。
自香港國安法生效以來，香港結束了多年的政治亂局，為「一國兩制」實踐長遠穩健奠定重要制度基礎。本會嚴正譴責境外勢力無視事實、任意攻擊香港法治的干擾舉動，並全力支持特區政府與司法機關毫不妥協地全面執行香港國安法，切實履行維護國家安全的憲制義務，保障市民的生命財產。
當下，香港正全力推動經濟復甦與改善民生，任何威脅國家安全的行為都將面臨法律的嚴厲打擊。本會籲請法律界同行攜手維護法治精神，共同守護香港的繁榮與安定！

Statement
The Hong Kong Basic Law Education Association (“the Association”), a legal professional organization committed to upholding the principle of “One Country, Two Systems”, safeguarding national security, and defending the spirit of the rule of law, firmly supports the lawful ruling of the Courts of the Hong Kong Special Administrative Region finding Jimmy Lai Chee-ying guilty of two counts of “conspiring to collude with foreign or external forces to endanger national security” and one count of “conspiring to publish seditious publications”.
Safeguarding national sovereignty, security, and development interests constitutes the core essence of the “One Country, Two Systems” policy. The case of Jimmy Lai represents Hong Kong’s first trial involving the offence of colluding with foreign or external forces under the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region. The proceedings were conducted in a rigorous manner and fully reflected the principles of procedural justice and the rule of law. Following a trial lasting 156 days, the Court established that Jimmy Lai and others had, over a prolonged period, used media platforms to disseminate seditious rhetoric, incite the overthrow of state power, and actively seek or solicit foreign and external forces to impose sanctions on Hong Kong. Such conduct has gravely undermined Hong Kong’s constitutional order and social stability, harmed the public interest, and threatened the lives and property of citizens, thereby warranting severe legal sanctions.
The fair and impartial adjudication by the Courts of the Hong Kong Special Administrative Region has fully demonstrated the authority and credibility of Hong Kong’s rule of law, and has received broad recognition from all sectors of society as well as strong support from the general public. Certain foreign forces that continue to attempt to disrupt Hong Kong’s social stability, interfere with the normal lives of its residents, and obstruct Hong Kong’s development are clearly acting contrary to the will of the people and have been widely condemned by society.
Since the implementation of the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region, Hong Kong has brought an end to years of political turmoil, laying a vital institutional foundation for the long-term and steady advancement of “One Country, Two Systems”. The Association strongly condemns the actions of foreign forces that disregard facts and arbitrarily attack Hong Kong’s rule of law, and fully supports the Government of the Hong Kong Special Administrative Region and the judicial authorities in resolutely and comprehensively enforcing the National Security Law, faithfully fulfilling their constitutional duty to safeguard national security and to protect the lives and property of citizens.
At present, Hong Kong is fully focused on promoting economic recovery and improving people’s livelihoods. Any act that endangers national security will be met with severe legal consequences. The Association calls upon members of the legal profession to work together to uphold the rule of law and jointly safeguard Hong Kong’s prosperity and stability.
